Mr. Churchill, 1st. Assistant Director or Public Works,left Hong Kong on leave on the 9th. May last, and in the ordinary course of events I should have been appointed acting 1st. Assistant Director of Public Works, as I have been on a former occasion from the 3rd. March to 30th.

December 1914. I understand that it is not intended to make any temporary appointments in the meantime.

This is,

I respectively submit an unmerited alight upon myself and

I think no other interpretation could be put upon the situation by any one not having special information to the

contrary. I should gain nothing in a pecuniary sense from the appointment, my salary being on the same basis as the 1st. Assistant Director of Public Works, but my qualifications being second to none in the Department,

my reputation is

likely to suffer. Owing to the number of Officers appointed over my head to the Department, from other Colonies, since I joined the service in 1890, viz, Nassra. Ormesby, Jones

and Churchill, promotion has been extremely slow and I respectfully request that I now be appointed acting ist.Assetant Director of Public Works to date from 9th. May last.
